Real-time Evaluation of UNICEF’s Refugee Response

In response to the massive outflow of refugees from Ukraine throughout 2022, UNICEF commissioned a real-time evaluation to examine its organizational response to the humanitarian needs of these refugees in eight host countries.

rowsquared, in collaboration with a humanitarian evaluations expert, was tasked with this crucial evaluation.

We employed a diverse range of data sources and analysis methods. Traditional approaches included desk review, key-informant interviews and web surveys, while innovative techniques encompassed social media monitoring and listening, automated analysis of data from UNICEF’s internal databases, and natural language processing of management meeting minutes.

This multifaceted approach enabled an exceptional triangulation of findings, providing a comprehensive understanding of the situation and informing UNICEF’s ongoing refugee response efforts.

As part of this real-time evaluation, we developed automated tools for data extraction, processing, and analysis, creating a scalable solution for UNICEF to manage and interpret large datasets.

The project deliverables included a publicly available evaluation report and an internal interactive website featuring a timeline of UNICEF’s refugee response, along with three detailed online briefs.
