Modernizing Agricultural Censuses in the Caribbean

In collaboration with FAO, rowsquared helped modernize agricultural census processes for the National Statistics Offices (NSOs) of Barbados, Dominica, and Suriname. These countries adopted computer-assisted personal interviewing (CAPI) to enhance the accuracy and efficiency of their agricultural statistics, which had not been collected for decades. The improved data aims to inform decisions on climate change, land use, and rural poverty.
rowsquared’s role had two core components: questionnaire development and CAPI integration.
First, we transformed complex statistical definitions and protocols into user-friendly survey instruments. This involved simplifying technical guidelines into questionnaires that enumerators without specialized knowledge could easily understand. We focused on ensuring the surveys were both accurate and accessible, creating a solid foundation for data collection.
The second component involved developing CAPI versions of questionnaires and integrating them into fieldwork. We designed streamlined workflows with intuitive digital tools to reduce errors and improve data quality. Over 18 months, we collaborated closely with NSOs to refine and seamlessly integrate these tools into existing processes.
To support this transition, we conducted multiple capacity-building workshops on the use of Survey Solutions software, from basic setup to advanced functionalities.
Additionally, we deployed the necessary IT infrastructure to ensure that local teams could independently manage CAPI operations. Pre-tests and pilot exercises were also facilitated, providing hands-on support and troubleshooting as needed.
The project successfully transitioned these countries to digital data collection, enhancing agricultural statistics quality and efficiency. Local partners appreciated the streamlined tools and training, which improved effectiveness and scalability. This initiative set a new standard for agricultural data collection in these countries.
